I understand that Mr. A. J. Barry
of Messrs. Sir John Wolfe Barry and Partners, Consulting
Engineers, had intended to visit China towards the end of
the year, and it is probable that in view of the circum-
-stances reported in my Despatch Confidential of 7th.
August that he may lose no time in starting. The Consult-
-ing Engineers have, however, pointed out that they are
Construction Engineers and have no expert knowledge of
traffic management and I do not therefore anticipate that
Mr. Barry will be able or willing to afford any material
assistance in this matter. The Chinese Government, however,
have in their service men with a wide experience of such
matters. Mr. Pope who is I believe British and was formerly
in the employ of the British and Chinese Corporation is
now traffic Manager of the Shanghai-Nanking Railway, and I
am informed that Mr. Butler-Wright, Chief Accountant of
the Chinese Section of the Kowloon-Canton Railway, has
also had a large experience on the subject of Joint Rail-
-way Agreements. Both these men would be available to
advise the Chinese Government and also the British and
Chinese Corporation if the interests of the latter should
(as I surmise in my Despatch to Sir John Jordan) prove to
be identical with Chinese interests vis à vis those of
Hongkong.
