My Lord,
With my Secret Despatch of August
6th., 1908, on the subject of the Joint Working Agreement
for the British and Chinese Sections of the Canton-Kowloon
Railway I enclosed a copy of a Despatch I had addressed to
Sir John Jordan (of even date) and I informed Your Lordship,
that so soon as I received a reply to that Despatch I
would transmit a copy and address you further on the
subject.

I have now the honour to enclose

copy of Sir John Jordan's Despatch to me of August 28th,
which is in reply to mine of August 6th. Your Lordship
will observe that the British Minister no longer considera
it advisable to urge the Central Government to vest the
full control of this Railway in the Viceroy of the Prom
vince, but he has arranged that Mr. Wei Hun the Managing
Director of the Chinese Section shall discuss at Canton
