In paragraph 6 of my Despatch of
June 13th. I urged for Your Lordship's consideration that
existing Divan Licences should be allowed to expire in due
course,
that on March 1st. next only a half should be re-
-newed and that on March 1st., 1910,all Divan Licences
should be refused. The conclusions to which I have been
led by my investigations since the date on which that
Despatch was written have led me to modify the proposals
made in that paragraph. The period which had elapsed
between the date of the receipt of Your Lordship's cable
on May 6th. and the date on which I drafted that Despatch
was altogether insufficient to admit of a thorough investi-
-gation of the issues involved, and my anxiety not to delay
betrayed me into the expression of a premature opinion.

In a numbered Despatch of even
date I am transmitting to Your Lordship a copy of a Memo-
-randum which I have prepared dealing broadly with the many
difficult and intricate problems involved in the Opium
Question: but in the present Despatch I propose to take up

policy which after mature reflection I believe will best
where I left it in my Confidential Despatch of the 13th.
