Some months have now elapsed since the Secretary
of State informed the Governor of Hongkong that His
Majesty's Government had decided that steps must be taken
to close the opium dens in Hongkong. Since then the
Governor's final proposals for giving effect to this policy have been awaited.
These proposals are now submitted in Sir F.
Lugard's confidential despatch of 27th October.
This despatch and the on despatch of the same
date raise various other questions viz: (1) Publication
of Sir F.Lugard's Memorandum (2) Assistance to the
Chinese Government by the Hongkong Government in the
suppression
