In continuation of my Confidential
Despatch of 22nd. June and in reference to the communica-
-tion made by Mr. Whitelow Reid to Sir E. Grey, dated July
12th., 1908, (Foreign Office Print 25599) I observe from
the public telegrams that Sir A. Hosie has been nominated
as the representative of the Foreign Office in the forth-
-coming Conference at Shanghai on the Opim Question. I
understand that His Majesty's Government will nominate
a second member to represent the Crown Colonies, and I
have not hitherto seen an announcement that Your Lordship
has selected any particular Officer.

I venture to submit to Your Lord-
-ship that no better man could be found for the purpose
than Mr. C. Clementi, Assistant Colonial Secretary of
Hongkong. The Government of this Colony from its close
proximity to China and as the centre of the Opium Trade in
