498. Mr. W. A. Crake, First Assistant Marine Surveyor, and
Mr.W. Russell, Second Assistant, also held duly recognised
certificates as First Class Engineers issued in this Colony
and dated the 11th. June, 1897, and the 22nd. of November,
1900, and numbered 1246 and 1585 respectively.

With reference to the 3rd. para-
-graph of Your Lordship's last quoted Despatch, I am
advised that the amendment of sub-section 10 of section 4
of the Ordinance is not necessary because the Marine Sur-
➡veyors are "duly qualified Engineers in the British
Mercantile Marine", and it is not proposed to alter the
constitution of the Board which will still consist of the
Harbour Master, an Officer of the Royal Navy (the Assistant
Harbour Master), and a Master in the Mercantile Marine in
the case
of candidates for Mate or Second Mate; and, in
the case of a candidate for Engineer, of the Harbour
Master, (1) an Officer of the Royal Navy and the Govern-
-ment Marine Surveyor or (ii) two Marine Surveyors if an
Officer of the Royal Navy' is not available.
