The Military Authorities have consistently

given it as their opinion that the Magazine should be within the Harbour Defences, but no such arrangement was possible until a proper Magazine had been built by the Government. Now that such a magazine has been built, His Excellency does not feel justified in further postponing the action desired by the Military Authorities, and is therefore not prepared to renew
the lease of Nobel's Explosives Company.
