this statement of Assets and Liabilities and that enclosed

in my Despatch No. 67 of 20th. March last is due to the

exclusion by subsequent direction of the Comptroller and

Auditor General of all items of revenue and expenditure

proper. According to the revised Estimates for 1908

ordinary and extraordinary Revenue is expected to yield

$6,075,755 or $152,135 less than was expected. Moreover

an excess of $478,373 is anticipated on the total Expendi-

-ture which was originally estimated at $6,178,531, These

estimates if realized will result in a deficit on 31st.

December, 1908, of $581,049 which deducted from the

balance of Assets accrued on 31st. December, 1907, will

give a balance of Assets on 31st. December, 1908, reduced

to $961,126.

The Estimates for the coming year

disclose no material change in the general position of

Revenue. Ordinary Revenue, chiefly on account of an in-

-crease under Post Office, shows a rise of $125,806, but

this is more than counterbalanced by the fall in Land

Sales, and of the remaining extraordinary items the

Widows' and Orphans' Pension Fund belongs to the category

of "windfalls" and the special assessment of Light Dues

is a provision for special expenditure. Correspondence
