Ordinance, and I stated this to be the fact in the memorandum

which I prepared for the Secretary of State. This memorandum

was forwarded to the Secretary of State with a statement made

to the Colonial Secretary by Dr. Ho Kai, which had the effect

of cancelling his statement to me. It is obvious that so far as

this part of my contention is concerned the Secretary of State

must have been satisfied that it was not well founded. But the

facts were incompletely stated to Dr. Ho Kai, and on the

accurate statement of the facts he maintains the same view

which he at first expressed to me. The action of the Colonial

Secretary appears to me to be most regrettable, and it seems to

be still more strange that so much secrecy should have been

adopted in informing His Excellency of the conversation with Dr.

Ho rai.

The attitude of the Government throughout seem inexplicable.

I have been put to a considerable loss, but I have been treated

as if I were the party injuring and not the party injured. I

think I was entitled in the circumstances to the greatest

of which I knew consideration; instead of which information

nothing was forwarded to the Secretary of State to counteract

the effect of the statements in my memorandum, and it now

transpires that that information is inaccurate.
