willing to do everything in accordance with His Excellency's

wishes, to prevent the policy of the Hill Reservation Ordinance

being publicly discussed, and so put the Government in an

awkward position. I have done everything which I should expect

any one else to do in my place.

But I have met with no consideration at all from the Government.

His Excellency the Governor suggested that I had based my claim

upon his letter: while personally advising me to abandon it, for

some reason which I do not understand, he suggested that some

members of the Executive Council might be willing to make good

my loss.

Having stated verbally and in writing what the reason for the

decision of the Executive Council was, when I referred to it,
