I have the honour to acknowledge your
letter of 14th. February, 1908, asking me to hold in abeyance
the request you had made in your previous letters of December
7th., 21st., and 24th., 1907, and January 28th., 1908, that a
motion should be made in the Legislative Council approving the
draft Order of Court submitted with your first letter.

The cause of the long delay in finally
replying to Your Honour's letters has already been explained to
you, as having arisen by the non-receipt of an answer to a
letter on the subject which I caused to be addressed to the
Chamber of Commerce and they in turn explain their delay in a
letter just received of which a copy is attached. This letter
with its enclosure appears to me to contain arguments against
the proposal which are so conclusive that I regret I am unable
to support the proposal made by Your Honour.

I may add that Your Honour's letter of
December 24th., giving a full explanation of the circumstances in which the proposal was made was sent to the Chamber of Commerce in accordance with the final sentence of my letter of
December 21st.
