In recognition of his long and
meritorious services, I have allowed Mr. Lewis to act in
the post of Postmaster-General until I receive Your Lord-
-ship's approval of my recommendations. On a previous
occasion, however, when Mr. Lewis temporarily occupied this
post he experienced considerable difficulty I am informed
in maintaining discipline, due largely to the fact that
he is of West Indian origin, and both Europeans and Chinese
demur to his authority. It is moreover difficult to provide
for the duties of his own substantive post as Assistant
Postmaster-General for any period exceeding a month. I
shall therefore be glad if Your Lordship will communicate
your decision to me by telegram, as soon as may be con-
-venient after the receipt of this Despatch.
