having taken leave in the first year. In such a case I
would recommend that for his health's sake an Officer
should be allowed in the second year to take half the
vacation leave he had been entitled to in the first year
without losing his right to 3 months' vacation leave in
the third year. He would in such circumstances have no
leave in the first year, three weeks' leave in the second
year, and three months' leave in the third year. This, I
think, would be a benefit to the Public Service, since it
is often preferable that an officer returning from long
leave should not go on vacation during the next following

year, as his health would not require it and he could
probably have to pick up arrears of work, etc. But if such
an Officer for any reason wishes to take accumulated leave
in the third year after his return, he can have no leave
at all in the 2nd. year. He is therefore driven to take
his leave in the first year or to lose it altogether.

I desire also to bring to Your
Lordship's attention the case of Officers whose application
for vacation leave, for which they are qualified by length
of service, is either refused or postponed, owing to the
exigencies of the Public Service, in such a manner that,
as the result of the rule against accumulation of vacation
leave
