In reply to Your Excellency's letter of 13th. instant, which I have the honour to acknowledge, I now beg to forward ry request to the Secretary of State in a form most suitable for transmission by Your Excellency.

I venture with respect to point out that the last part of Rule 218 of the Colonial Office Rules, to which Your Excellency refers, is specially designed for communications addressed to the Secretary of State by private individuals; and is only applicable to public functionaries when they "ind it
necessary to address the Secretary of State direct. This, so
far as I am aware, has been the practice in this Colony.
