With reference to your Despatch
To. 159 of the 29th. of last July, I observe that the
Crown Arents, in paragraph 11 of their letter of the 21st.
of last July to the Under Secretary of State for the
Colonies, remark that it would have been wise to give ir.--
Chadwick the actual working pressure and to have stated
the minimum thickness of the pipes required. I would point
out, however, that the indent for the pipes was based on
Fr. Chadwick's report of the 18th. April, 1902, written
whilst he was in this Colony, and entitled "Report on the
"Water Supply of Hongkong, mainly with regard to the Full
"Development of the Supply from the Taitan Tuk Valley"
(vide paragraph 23 as to level of reservoirs, and para-
-graph 27 as to pipes to be ordered for main), so that
evidently he was in full possession of all information
necessary to enable him to specify properly what was
