In reply to paragraph 3 of your
Despatch No. 113 of the 5th. of last June, I have the
honour to state that I am informed by Ir. May (who was
for 9 years Captain Superintendent of Police) and by Mr.
Badeley, Captain Superintendent of Police, that if the
modified remittance system were entirely abolished for
new cormers as proposed by Your Lordship it would in their
opinion be necessary to increase the rate of pay as the
present rate would be insufficient to meet the cost of
living. To this course there are serious objections for
it would encourage applications for increase of pay from
the European and Chinese Police; and an agitation for
com ensation for loss in exchange would probably be started
at some future date.

I am, therefore, of the opinion
that the modified system of remittance is preferable to an
