the agreement is renewed
with a travelling allowance of
$360 per annum. I enclose a paper stating the required
qualifications and I have to ask your sanction for the
action I have taken. I am providing for the 3 appointments
on the salaries mentioned in the Estimates for 1909.

In the event of replies being
received both from Singapore and India that no such men
are available, I shall make application to Your Lordship
for selection of candidates in England.
