This is the rule for the payment
of Exchange Compensation and seems the most convenient one
to adopt.
Section 14 has been modified on
the lines of the Straits Settlements' Ordinance No. 19 of
1904, and in sub-section (1) (b) the action of the Director
has been made subject to the consent of the Governor.
In Section 17 (1) the words "and
of former contributors who have ceased to contribute on
attaining the age of 65 or on leaving the Service" which
occurred in the draft Bill enclosed in Ir. Lyttelton's
Despatch No. 62 of the 7th. of April, 1905, have been
omitted for the sake of uniformity with the Straits
Settlements' Ordinance.
With reference to the proviso to
sub-section (3) of the same section, I have to ask that
the actuaries may be asked to draw up rules, for the
guidance of the Governor-in-Council, on the subject of the
cormutation, under the sub-section, of the Pensions of
Widows.
The rule hitherto in force fixed
the maximum numbers of years for the cormutation of the
Pensions of Chinese Widows at 10 years, and was made under
