Hong Kong Ordinance. The ordinance however received the
Governor's signature on 1st June 1900 and on its receipt
the Governor was told that the Secretary of State was
incorrect in including Ceylon among the Colonies which
drew a distinction between large and small families,
that Ceylon had removed the distinction by Ordinance 1
of 1899, but that in view of the effect of the altera-
tion upon the financial stability of the fund, the Secretary of State was unable to sanction in the case of Hong Kong this departure from the original scheme. Accordingly Ordinance 28/00 was passed restoring the old restriction by which no orphan gets more than one fourth of the amount of the widow's pension.
On 26610/1905/Ceylon, Mr Johnson stated that both Ceylon and Hong Kong some time ago amended the provision. This was of course true but it ignored the fact that we had made Hong Kong restore it. According- ly we told Straits that they might adopt the more liberal clause but did not tell Hong Kong. I would therefore now bring Hong Kong into line with Ceylon and Straits on this point.
The omission in Section 17 (1) of the words "and of former contributors who have ceased to contribute on attaining the age of 65 or on leaving the service" is due to the fact that those words have not been inserted in the Straits Ordinance. Strictly I suppose that they ought to have been put in both, but it does
not much matter.
