In 1904 this was remedied somewhat. During
1904 there was a general cleansing of the
за Chinese houses and during the 1904 although the number of rats
caught was small (only 27,900) yet 222 infected rats were found
in houses in Victoria out of 624 rats declared infected from
1st. January, 1904 to 30th. July, 1904. This means that 222
houses were treated with flea-ridding measures compared with
43 houses in the previous year.
In 1905 the measures adopted were the same
but more rats were caught (32,217) and out of 522 infected rats
up to the end of July 339 were from houses in Victoria.
This means that increased anti-flea
measures in houses coincided with less plague.
In 1906 the number of plague cases increased.
It is important to remember that the
1906 was
general cleansing begun during the winter 1905 greatly harpered in the spring of 1906 through difficulty in obtaining sufficient water. During the whole year (1906) only 511 rats were returned as infected in Victoria and of these only
208 were found in houses. The anti-flea measures were therefore
much less than in the previous year.
Of these 511 infected rats 299 were returned
before the 8th. April leaving 212 for the rest of the year.
Moreover the numbers returned as infected decreased in an extraordinary manner after this date. Experience of previous years led us to expect an increase. This is probably due to the Bacteriologist after this date only returning as infected those rats in which he was absolutely sure of his diagnosis instead of
