My Lord,
to transmit the enclosed copy of a Memorandum by the
Medical Officer of Health in which he offers a tentative
explanation of the prevalence of Plague during the current
year.

As the figures in Dr. Pearse's
Memorandum show, there has been a marked tendency of
epidemics of Plague In Hongkong to vary in
intensity in
alternate years; and it is probable that making allowance
for increase of cases during the current year due to
increased notification, the epidemic which has just ceased
has not been more severe than that of 1906. The increase of
15 per centum in cases reported alive in 1908 over 1906,
means that 150 more cases were reported in the current
year. It is estimated that the total number of extra cases
reported
