delivery of my Despatch and the arrival of Mr. Lofthouse

in England, and in these circumstances I did not feel

justified in telegraphing. I would draw Your Lordship's

attention to the fact that this Government has been put

to much unprofitable expense owing to the selection by the

Crown Agents of an Officer who arrived in Hongkong on the

2nd. Hay, 1907, and was dismissed for drunkenness on the

13th. of the same month.
