My Lord,
I have the honour to transmit
the correspondence noted in the annexed schedule which has
passed between the Colonial Secretary and the British Vice-
-Consul at Vladivostock regarding the compensation due to
the relatives of certain residents of Hongkong who were
lost with the German Steamer "China", then under charter
to the Russian Government, that vessel being sunk on the
18th. July, 1904, by the explosion of a mine.

As His Britannic Majesty's Vice-
-Consul has now referred the whole correspondence to His
Majesty's Ambassador in Saint Petersburg, I shall be
obliged if you will place the Foreign Office in possession
of the facts of the case.
