I have the honour to transmit to you copy

of a despatch which I have received from the Governor of Hong- -kong on the subject of the prohibition of the trade in prepared opium between China and Hongkong.

Sir F. Lugard states that as soon as he learns that the Chinese Goverment are prepared to issue an Imperial Decree prohibiting the export of prepared opium from China, he will take measures to prepare the necessary legisla- -tion to prevent the export from Hongkong to China.

The issue of an Imperial Decree appears to

be the necessary procedure on China's part to notify such a

prohibition to her own people and to secure its due observance.

I therefore in accordance with the authorisation contained in

your telegram No. 100 of September 7th. last, communicated the

proposal to the Wai Wu Pu in a note copy of which I have the

honour to enclose.
