I have the honour to acknowledge the receipt jand to thank Your Excellency for, your letter of the 13th, no enclosing copies of communications with His Majesty's rnment and with the Chinese Government on the subject of proposals of the latter for giving effect to the Imperial ee for the abolition of Opium-arioking.

In regard to the proposal which most nearly
erns this Government, viz.:- the prohibition of the trade
repared Opium between China and Hongkong, I shall be glad
barn whether the Chinese Government are prepared to issue
perial Decree, as indicated in the second paragraph of my
r of the 7th. of October, prohibiting the export of Pre-
d Opium from China to Hongkong in addition to taking steps

The Despatch of the Waiwupu addressed to
Excellency on the 2nd. of December does not clearly

jate that the Chinese Government so understood the arrange
under which this Government is prepared by Law to prohibit
xport of Prepared Opium to China.

As soon as I learn from Your Excellency
the Chinese Government are prepared to take the action
ated I shall take steps to have the necessary legislation
red and I shall introduce it into the Legislative Council
on as the Imperial Decree prohibiting the export of Pre-
Opium from China to Hongkong shall have reached my hands.
