I have examined the accompanying Ordinance, entitled

An Ordinance to prohibit the Exportation of Prey
Opium to Chin and to French Indo-China
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions
This Ordinance as its title states prohibits the exportation
Prepared opium to China and to French Indo-China.
