On the whole the Ordinance has

been well received by the public and I trust that it will
effect an improvement in the administration of the law.
As regards the general policy of
the Government in connection with this legislation and as
a commentary on the report of the Commission previously
referred to in this despatch, I would invite Your Lordship's
attention to the able speeches of Mr. E. Osborne on the
2nd. reading and of Mr. M. Stewart on the third reading.
12.
The drafting of such portions of
the Ordinance as refer to Buildings &c., has been done by
the Director of Public Works assisted in the earlier
stages by Dr. F. W. Clark with the constant supervision
and assistance of the Colonial Secretary. In the few cases
where legal technicalities were involved the Law Officers
have assisted. Mr. May and Mr. Chatham deserve credit for
the care and ability which they have brought to bear on
their difficult task.
