Government by local Architects, employed both by European

and Chinese property owners, and also by the Sanitary

Board. I invited the Architects who had framed the reports

together with Dr. Ho Kai to meet the Medical Officer of

Health, Director of Public Works, Colonial Secretary and

myself and discuss the points raised. Many matters were

thus practically settled in conference to the satisfaction

of both parties. This explains the allusions to the

Architects which occur in the objects and reasons.

Objection was raised by Un-

-official Members of the Sanitary Board to the inclusion

of the Medical Officer of Health among the members of the

Board, by Section 4 of the Ordinance; but the section was

adopted unanimously in Committee.

In connection with Sections

42,

43, and 44, I enclose copy of a report by an influential

Committee which Mr. May appointed in July last to consider

and report on the best manner of dealing with the question

of cubicles in domestic buildings.

Four years' working of the law

had proved that it was impossible to enforce the provisions

of Section 153 of Ordinance No. 1 of 1903 as amended by

Section 19 of Ordinance 23 of 1903. The Committee therefore

recommended
