Sir F.Lugard seems to have had some difficulty

in expressing himself and I am not sure that I understand

what he means. I take it however that when he says in para

8 that he recommends that ne steps should be taken he means

that he does not want the S of S to worst express any

further report from Mr Hutchinson. From this I assume that

the divans in question are being and will continue te be

allowed to remain open without the formal issue of licenses.

I do not think that anything would be gained by ordering him

divans to refuse the issue of these licenses. They do not seem to

be very important places, judging from the smallness of immediate closing or

their prefits and their continued existence for the remaind-

ten have a moral right to the same treatment since the

isssue of the license is, in the circumstances stated, a more formality, the Gert having før practical purposes agreed

to the issue.

I think therefore that we should do nothing on this despatch pending (a) Lard Crewe's decision as to the general lines

on which the policy of elesing is te be enforced.
