which shows steady growth, rendering impossible the quick
despatch of business and adequate out-door supervision by
the Director of Public Works and his one Assistant Director.
The addition of a second Assistant Director will not as
explained in my previous despatch involve any large ex-
-penditure. It will on the other hand relieve the Director
of much office work, and will conduce to efficiency and
in all probability to economies (due to increased super-
-vision) greater than the small expenditure involved.

For these reasons I trust that
Your Lordship will sanction the proposal; and I shall be
glad to receive your decision by telegraph in order that
if the proposal is sanctioned provision may be made for the
new post and for Mr. Gale's salary in the Estimates for
next year.
