I have the honour to invite Your
Lordship's attention to my Confidential Despatch of the
31st. of last January and to enquire whether a British
representative will be appointed to join the Commission
or Conference, suggested by the Government of the United
States, to investigate the Opium question, and, if so,
whether Your Lordship concurs in my suggestion that the
British representative should, before joining the Con-
-ference, visit Hongkong in order to study those aspects
of the Opium question which affect this Colony.
