I have the honour to transmit
the enclosed copy of a letter from the Chief Justice,
dated the 25th. of March last, in which he advocates the
appointment of an Official Receiver who can give the whole
of his time to the business of that office.
Sir F. Piggott enclosed a minute
written by Mr. J. H. Kemp, at the request of the Chief
Justice. It is to be observed that during the period
referred to by Mr. Kemp the latter Officer was performing
during part of the time the duties of Registrar of the
Supreme Court and during the remainder of it the duties of
his substantive office of Deputy Registrar, in addition to
those of Official Receiver.
2.
The post of Official Receiver has
hitherto been held first by the Deputy Land Officer and of
late years by the Land Officer, after the separation of his
office
