sir,

Chambers,

Supreme Court, Hongkong,

23rd. April, 1908.

I have the honour to acknowledge Your Excel-

-lency's letter of 14th. instant on the subject of questions

now pending relative to the Supreme Court.

2.

My appeal to Your Excellency to consult the Chief Justice on all matters relating to the Supreme Court seem- -ed to me to be rendered necessary by the following remarks made by Your Excellency in the correspondence which has passed on this subject:-

(a)

(b)

that the Colonial Secretary was responsible to Your Excellency for the efficient conduct of the executive work of the Government, including that of the Registry, and that he makes such recommen- -dations as to the apportionment of duties as he considers most suited to the necessities and convenience of the Public Service, submitting them to Your Excellency for confirmation; (letter of 10th. March) and I am not very clear whether in paragraph 3 of the letter of 9th. April Your Excellency intends to modify the opinion express- -ed in the earlier letter.

that it rests with the Registrar to represent to Government any inadequacy of staff or any other matter which in his opinion affects the efficien- -cy of the Registry of the Supreme Court (letter

of 21st. March).

(c) that the official Receiver in Bankruptcy is the

proper officer to represent to Your Excellency any departmental insufficiency in the staff of

Bankruptcy Officials (letter of 6th. April)(a)
