With reference to the second
Memorandum. It would no doubt be a great boon to the
Chief Justice to have an official residence, and were it
possible to provide residences for other officials also at
a moderate rental which should yet suffice to return a
small percentage on capital outlay and cover the cost of
maintenance, one serious item in the cost of living in
this Colony would be abolished. I regret, however, that
the state of the finances of the Colony exclude any such
idea from the range of practical consideration either at
the present time or in the near future.
