I have examined the accompanying Ordinance, en'itled
An Ordinance to extend the provisions of The Liquor
Licenses Ordinance 1898 and to provide for the grant
of brewery licenses,
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions
This Ordinance creates a distinct form of liquor license to be
called a "brewery license".
Under the Liquor Licenses Ordinance 1898 the sale of liquor is illegal unless a wholesale or retail license is obtained.
A wholesale license involves the payment of an annual fee of $1,0 which in the case of breweries, a new industry in the Colony, is de med excessive.
The Ordinance extends the powers conferred on the Governor-in-Cou -cil under the Principal Ordinance and authorises him to make reg
