I have the honour to transmit the

enclosed copy of translation of an application made by the

Street Committee of the quarter of the town in which Sir

Henry Blake carried out the experiment recorded in the

Memorandum forwarded in his Despatch No. 403 of 21st.

August, 1903, praying for the free grant of a piece of

Crown Land upon which to build a permanent District Plague

Hospital.

It will be remembered that in the

Estimates for the years 1904 and 1905 $20,944 were voted

for the maintenance by the Sanitary Department of District

Plague Hospitals and that in the Estimates for 1906 a sum

of $8,872 was so voted.

Under the system inaugurated by

Sir Henry Blake of allowing the Chinese themselves to

establish and maintain their own District Plague Hospitals
