Why
the Foreign Office Despatch of 17th. September, 1907, to
the French Ambassador on the subject of French participa-
-tion and control, and I am ignorant whether any and if
so what reply was received to that most important communica-
-tion. The following documents all of which are of great
moment to this Government cannot be traced in the records
here, and their existence is only known by references in
