Your Lordship whether in a case where it can be demonstrat-
-ad that unnecessary expense is avoided
such apparently
as the one under consideration my predecessor exceeded
his powers in sanctioning the arrangement to which the
Crown Agents object. I would observe that in the former
case alluded to by them the sleepers were ordered from
another Colony and not from the United Kingdom a condition
which does not obtain in the present instance.
