I have the honour to ask that I may be
granted an alimentary allowance while acting as Assistant Land
Officer, Tai Po. I am at present drawing Passed Cadet's pay as
no pay is available in the Land Office.
In support of my request I would point out
that since the New Territories have been taken over in no case
has any official ever been called upon to act therein on the
pay of a Passed Cadet. Messrs. Kemp, Messer, Hallifax and Wood
before they obtained substantive appointments were always granted
while acting in the New Territories an alimentary allowance of
$100 a month and exchange compensation. During the year 1906
when no half pay was available Mr. Orme while Acting Police
Magistrate and Assistant Superintendent of Police was allowed
to draw this allowance.
I am at present the worst paid officer in
the Cadet Service excluding the Cadets now at Canton. Messrs.
Fletcher and Orme though 2 years my juniors draw $66.60 moře
a month than I do for under the Sterling Salary Scheme a Passed
Cadet draws an increment, though I do not although I have been
a Passed Cadet for over six years. Messrs. Tratman and Hutchison
who are 4 years my juniors draw $25 a month more than I do as
Passed Cadets. (I take the dollar at 2/-.)
