My Lord,

With reference to the correspond-

-cnca noted in the margin, and in connection with the

preparation of the Estimates for next year, I have the

honour to invite Your Lordship's attention to the anomalous

position which the Assistant Land Officers for the New

Territories hold in the list of 3rd. class appointments in

the Civil Service of this Colony, as being at the present

time the only Officers in the 3rd. class whose salaries

are not incremental.

When, in his Despatch No. 381 of

the 21st. October, 1903, Mr. Lyttelton decided that the

Dollar Salary of Mr. C. McI. Messer, the newly appointed

Assistant Land Officer for the New Territories, should be

$3,600 without increment, he did so on the ground that he

was "unable to sanction this new appointment being given a

"higher dollar or sterling salary than that assigned to the

Assistant
