With reference to Mr. May's Des-
-patch No. 144 of the 31st. May, 1907, I have the honour
to inform Your Lordship that Mr. T. C. Lofthouse was found
by the Police on the 17th. of last November, sick and
destitute on the top floor of No. 163, Station Street,
Mongkok, where he appeared to have lain several days with-
-out food; and that he was removed first to the Government
Civil Hospital and subsequently to the Matilda Hospital.

On the 26th. ultimo, Dr. Bell,
the Superintendent of the Government Civil Hospital,
reported that Mr. Lofthouse was then well, but that he
*suffers from loss of memory which is not likely to im-
"-prove, and which amongst other things, will prevent him
"earning a living". Dr. Bell has found among the effects
of Mr. Lofthouse two letters dated in last August and
September from his wife and sister, the addresses given
