-ød his willingness to do so, but that "I objected to the

proposed arrangement". Er. Wise informs me that the reasons

which induced me to object were stated to the Officer Administer-

-ing the Government at the time, but they do not seem to have

been reported to Your Excellency. My objections to the proposal

were these;»

(1). That the interference of the Government in the distri-

-bution of the work of the Court was objectionable in principle;

and that what was proposed in this instance was quite in-

-sufficient to deal effectively with the difficulty. If the

Government deals with the matter I am of opinion that it must

be fully and effectively dealt with, and not in piecemeal

fashion.

(2). That the fact that the proposal had been made implied

that I was incapable of dealing with the difficulty in so far

as re-arrangement of business could deal with it; and that it

was no new idea, but merely one that I was myself at that time

trying, as Mr. Wise had undertaken the Bankruptcy work of the
