Captain Basil Taylor has represent-
-ed to me that his official designation as "Harbour Master"
is one which in most Ports is applied to a junior official
of the Customs Service 'whose duties are of the nature of
wharfinger, berthing officer, and head-pilot'. He urges
that in consequence Ship-masters not infrequently waste
time in searching for some superior officer, and require
lengthy explanations that none exists.

I am not convinced that any urgent
necessity exists for a change of title, but since the
matter affects interests outside this Colony, and since the
Port of Hongkong is the second largest in the World and
its chief official should not be designated by a title
usually regarded as inferior
