the whole Railway would be delayed, and that the big

Tunnel would be completed before they were ready. Mr.

Eves was entirely right in representing this matter to me

but his language and actions had already created a state of

friction and tension. He then without any authority from

me wrote an official letter to the Firm stating as

follows:-

"I have interviewed His Excellency the

Governor who personally inspected the work a short

time ago and he has decided that the best way would

be to take over the works from you, on the ground that

you have failed to comply with the terms of the Agree-

-mont and are unable to proceed at such a pace as will

complete the work in the contract time. The terms on

which payment will be made will depend to a great

extent on yourselves whether you will hand over un-***

-officially by mutual consent or whether you do it

officially with perhaps a large amount of legal

correspondence.

On my calling upon him for an

explanation he stated in a lengthy minute that from an

interview with myself he "understood that he was authorised

to start the ball rolling and sound Mr. Orange on the

subject"
