In regard to the 3rd. paragraph
of the enclosure, I am entirely in agreement with Messrs.
Wolfe and Barry that small contracts of the nature of piece
work should be left in the hands of the Chief Resident
Engineer subject to my general supervision. This has always
been done.

Referring to the 4th, paragraph,
I greatly regret to inform Your Lordship that since the
date of my Despatch to which yours is a reply, I have had
several serious matters to deal with in connection with
Mr.
Eves. These I will mention in brief:-
(a).
Perhaps the most serious fault
I have to find with Mr. Eves is his inability to command
the respect or co-operation of his subordinates and his
tendency to create friction and difficulty with those
whom he is officially brought into contact. Towards the
end of October last the chronic friction which had existed
prior to my arrival between Mr. Eves and his principal
Officer, Mr. Logan, culminated in the resignation of the
latter. I have every reason to be satisfied with Mr.
Logan's work, and his resignation at such a moment when he
