to the full extent of their remittance privilege.

The cost of an Indian Constable's
rations has now risen to fully eight dollars per mensen,
with the following result:- A third class Constable after
deducting half of his pay for remittance has $6.25 plus
$1.50 ration allowance or $7.75 left. This is 25 cents less
than his messing costs him. A second class Constable has
half of $13.50 or $6.75 plus $1.50 equals $8.25 and has
therefore only 25 cents a month left after paying for his
messing; while in his third year of service an Indian
Constable has only $1 left after paying his messing, the
25 cents being increased by 75 cents a month provided he
has obtained a good conduct badge.
This is not satisfactory for it
is calculated that the petty expenses of an Indian Con-
-stable amount to between $1.50 and $2 per mensen.

In these circumstances a further
readjustment of emoluments is necessary.
The pay, with ration allowances,
good conduct badges, language allowances, and pensions,
does not in my opinion call for increase. On the other
hand it is unnecessary that the Indian Police should make
