(a) A paragraph has been added to the first

section in order to bring the short title into line with

the short titles given to similar measures.

(b) The term "assisted emigrant" in the

second section, as originally drafted, included men who

had prior to embarkation entered into a contract to labour

for hire. As the object of the Ordinance is to provide

certain facilities for free and assisted labour as opposed

to contract labour it was deemed advisable to make it clear

by amending the definition that the term "assisted

emigrant" was not to be construed as including an emigrant

under contract. It appeared to me that the amended defini-

-tion would give effect to the views which Your Lordship

has expressed at different terms while the original

definition would be opposed to them.

(c) A new section 5 has been inserted

under which the fee for the Medical examination of

emigrants has been raised from 25 cents to 50 cents, partly

to defray the cost of an increase in Staff necessitated by

the supervision of assisted emigration and partly in aid of

general revenue. The provision of the Staff estimated at

present to cost $3,570 per annum with a prospective in-

-crease to $8,400 will shortly form the subject of a

separate
