My Lord,
Referring to the remarks made in
the 9th. paragraph of my Despatch No. 260 of the 14th.
October last on the subject of the proposed new Typhoon
Refuge, I have the honour to inform Your Lordship that
having regard to the fact that the revised Estimate for
the proposed Refuge at Mongkoktsui so greatly exceeded the
original rough Estimate of $600,000 made prior to the
experience of the Typhoon of September the 18th., 1906,
and based on prices for work of such nature paid a few
years ago, I instructed the Director of Public Works to
report as to the feasibility of undertaking at the present
time the construction of a shorter length of breakwater
which might still serve the purpose in view and might be
expanded later by additional extensions, with the complete
Refuge as designed. I should add that the original Estimate
referred to was only made in order to compare the cost,
