I have the honour to state that in
consequence of the stranding of His Majesty's Ship "Flora"
in Hung Hom Bay in September last, my attention was drawn
to correspondence which took place in 1901 and 1902 between
this Government and former Admirals on the China Station
on the subject of the improvement of the lighting of the
harbour, and I accordingly suggested to Admiral Sir Arthur
Moore that the matter should be considered afresh by a
small committee consisting of the Harbour Master, a Naval
Officer, a representative of the Chamber of Commerce, and
a member of the Public Works Department.

The Committee met in due course
and recommended inter alia that the old Cape Collinson
Light, the replacement of which by a more powerful appara-
-tus was reported in Mr. May's Despatch No. 192 of the

July last, should be placed on Blackhead's Hill at
