I hace examined the accompanying Ordinance, entitled
An Ordinance to amend The Fire Brigade Ordinance,
1868,

and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions

It has been found by successive Superintendents that, for the maintenance of discipline, the Superintendent should have the power of punishing the men under his command within certain limits. The amending Ordinance confers such power. It has been found that the vesting of the sole power of mak- -ing regulations in the Governor-in-Council is a cumbersome system which does not work well in practice.
